What’s Needed to Quote & Bind Statutory Benefit Programs

Many of the states that require employers to provide Paid Family & Medical Leave (PFML) benefits grant the flexibility to choose a Private PFML Plan for coverage in lieu of their state’s public plan. Just as benefit amounts, durations, reasons for leave, etc. differ from state to state, so do the requirements for quoting and binding Private Plan policies. With the number of states requiring PFML benefits growing, it may become increasingly challenging for you as a broker to stay on top of the state-specific nuances, quickly navigate through the renewal season, or seamlessly advise your multi-state clients.

  1. 1 Additional information may be required
  2. 2 A Property & Casualty license can only write DBL/PFL - if you want to write any of our benefit products you would need to submit your LA, LB or BR license as well.
  3. 3 If there is a Plan change, for example, if a group a non-contributory changes to contributory, then you would inform us and complete a new DP-1 and ShelterPoint will file the new DP-1 form on your client’s behalf before the effective date occurs
  4. 4 The State of NJ only requires a vote for Collective Bargaining, but they do need prior notice for Contributory Approvals; for example, if there is a modification, or if it is going
    from liberal to restrictive. Prior notice means that the notice must be submitted prior to the effective date.
  5. 5This would include:
    1. Changes to the plan design related to benefit amounts or durations;
    2. Changes to the insurance carrier or claims administrator;
    3. Changes to the class of covered employees, including eligibility rules and waiting period for coverage;
    4. Changes to the rate of contribution for the employee;
    5. Changes to the method of determination of the 12 month benefit period;
    6. Changes in how accruals (paid time off, sick bank, etc) are utilized;
